Community Empowerment for Rural Development (CEFORD) is a not-for-profit National Non-Governmental Organization registered to operate in Uganda since June 2000 under Incorporation certificate No. 8001000460788; and Registration No. M/A/NB2000/11/2710. CEFORD is a registered member of the Uganda National NGO Forum since February 2002. Founded in July 2000, CEFORD traces its origin from the successful merger of the Netherlands Government-supported Community Action Programme – CAP - (established 1993) and the Women Empowerment Programme – WEP (established 1997). Both CAP and WEP were phased out in June 2000. According to the community and local government assessment, these two programmes were rated successful because of the transformation they brought to the region, which had greatly suffered from insecurity and lack of economic progress. At the end of the programs, the staff of the two programs merged and formed a local NGO called CEFORD. 1.1 Districts of Operations CEFORD currently operates in all the 12 districts of West Nile: Adjumani, Arua, Terego, Madi Okollo, Moyo, Obongi, Nebbi, Packwach, Yumbe, Koboko, Maracha and Zombo in West Nile and South Western in Kasese and Masaka Districts and recently Kiryandongo District. 1.2 Total Population reached CEFORD over the last 20 years has reached a total direct population of over 2 million disadvantaged people with over 760,000 being Refugees and 1,240,000 Nationals. Over 1,300,000 of the population reached were women and youth and over 100,000 were persons with disability.
