SHIFT Asia’s strength lies in its partners — women-led organizations rooted in their communities, with deep contextual expertise and long-standing trust. Each partner anchors a national consortium or platform that brings together local women’s groups, civil society, and humanitarian actors. Alongside their programmatic work, each partner contributes to a shared regional knowledge hub, a growing repository of tools, research, and learning from the frontlines of feminist humanitarian action.
AVAS — Association of Voluntary Actions for Society
Association of Voluntary Actions for Society (AVAS) places strong emphasis on collaboration, recognizing that sustainable and inclusive development outcomes are best achieved through collective action. By actively engaging with a wide range of government committees, national and international networks, coalitions, and thematic platforms, AVAS contributes to policy dialogue, knowledge exchange and coordinated response mechanisms across humanitarian and development sectors. These engagements enable AVAS to amplify community voices, influence decision-making processes, and align local interventions with national priorities and global standards. Through hosting, forming, and participating in diverse networks and platforms, AVAS strengthens institutional capacity, fosters strategic partnerships and ensures that its interventions remain responsive, accountable, and impactful for vulnerable populations at local, district, divisional and national levels.
LBH APIK Indonesia & Penabulu Foundation
The Association of LBH APIK Indonesia coordinates 18 LBH APIK offices across various provinces and regions in Indonesia. Established in 1995, APIK aims to realize a just, prosperous, and democratic society, as well as to create equal conditions between women and men in all aspects of life, including politics, economy, social, and culture.

WLHL Coalition
The Women’s Leadership in Humanitarian Consortium, or WLH Consortium for short, is a network of organizations across various sectors. The primary members of the WLHL Coalition are women’s organizations, and the Coalition focuses on strengthening the role of women’s organizations in advancing a feminist perspective within humanitarian ecosystem. Additionally, it includes several philanthropic and humanitarian institutions.
The WLHL’s coalition core team currently includes the Indonesia Legal Aid Association for Women (Asosiasi LBH APIK), Kalyanamitra, Dompet Dhuafa, Lingkar, and Penabulu-Oxfam. This membership continues to grow and expand, as part of the mandate of the National Consolidation of Women’s Leadership in Building Resilience, held in Makassar on October 26-28, 2022.
The core business of Indonesia WLHL coalition membersis building a multi-issue women’s movement, ranging from women’s human rights, assistance to victims of gender-based violence, women and the environment, assistance to fishermen, organizations for people with disabilities, and various other focused issues.

Promoting women Local Humanitarian Leadership (LHL) is one of the priority strategies of Oxfam Pilipinas in its humanitarian programming, alongside its strong commitment to feminist approaches and upholding the feminist principles across all its work. We believe that advancing women local humanitarian leadership (WLHL) is key in achieving transformational impact on women’s rights and gender equality. Thus, this Learning Initiative on LHL and Women’s Leadership is strongly aligned with their regional priorities under two key levers: 1) Partnerships where we promote localization of leadership in humanitarian responses and facilitate support for southern organizations to be front liners, and 2) Thought leadership and the development of extensive knowledge-based practices on gender equality and approaches to increase women’s capacities and voice.
In partnership with Oxfam Pilipinas, Bayi, Inc. implements multiples learning exchange initiatives to surface a localized, decolonial, gender-transformative awareness and understanding of local humanitarian leadership experiences hence eventually influence policies that will encourage and capacitate local humanitarian leaders.
